In 2007, the Regional Transportation Authority (RTA) retained Resolute Consulting to develop and implement a regional, bipartisan campaign to make the case for additional funding for RTA, CTA, Metra and Pace.
Our team raised widespread awareness on the issue through earned media, selected paid advertising, community forums, collateral and through the development of a new Web site, www.MovingBeyondCongestion.com. Resolute generated more than 100,000 e-mail communications to legislators and others, and helped dominate the news and editorial pages during the 2007 legislative session.
Through grass-roots and grass-tops outreach, Resolute’s team recruited and activated 15,000 individuals and 700 organizations representing hundreds of thousands of people throughout the six-county RTA service area.
As a result, in 2008, the Illinois General Assembly and Governor approved legislation that dedicates $500-million a year in new funding for mass transit operations in the RTA’s six-county region of Northeastern Illinois.
In 2009, the RTA tapped Resolute again to develop and implement a state-wide advocacy and communications campaign to secure more mass transit funding in the state’s first capital bill in 10 years.
Through a legislative tour, thousands of email letters, webinars and community meetings, the Illinois General Assembly passed the first capital bill in a decade in May 2009.
